Heartbreaking Incident: Dogs Found Bound and Abandoned in Sweltering Heat
As the midday sun beat down relentlessly on St. Louis, a chilling discovery unfolded outside a local fitness center. Rachele Bishop, an ordinary woman going about her day, was alerted by the sound of desperate barking emanating from a parked car.

The footage she captured shows the owner of the vehicle returning to her car after completing her workout, nonchalantly removing the tape from her dog’s face and neck, and tossing it into the passenger seat.
Adding insult to injury, animal control officers who arrived on the scene determined that no crime had been committed. This heartless decision left Rachele, and many others who witnessed the incident, utterly dismayed.
According to Rachele’s statement to 911, the dog owner claimed the animals were taped up to prevent them from barking and chewing on themselves. However, Melanie Wade, a local groomer and dog rescuer, condemned the owner’s actions as “a crime.”
“If you don’t think taping up a dog is a crime, let somebody duct-tape you, your face, your legs, and your hands and stuff you under the seat of a car for 45 minutes in the St. Louis heat in the summer,” Wade said.
Despite repeated attempts to reach out for comment, neither the St. Louis Fire Department nor animal control authorities have responded, leaving many questions unanswered and concerns unaddressed.
